Importing a car into Bulgaria

A used car reaches Bulgaria from an EU state with no customs declaration, and there is no charge on first registration. Two other things decide the outcome: the car must be presented to the traffic police, and the keeper needs a Bulgarian personal identification number and an address.

Where the car comes from decides the effort

From an EU state

From an EU member state there is neither a customs declaration nor import VAT, as long as the car is used. If it stays under the threshold for first registration or mileage it counts as new for tax — then VAT is declared in Bulgaria. Presenting the car to the traffic police and declaring it to the municipality apply either way.

From a third country

From Switzerland or Liechtenstein it is a genuine import: declared to the customs agency, duty on the customs value, import VAT on customs value plus duty. The route is then the same; a car without European type approval also needs an individual approval before it can be tested and entered.

The process, in order

The order is not arbitrary. Pull a step forward and you usually end up repeating it.

  1. 01Before buying: settle the domestic connection

    The car is entered against a person or company with a Bulgarian identification number and a domestic address. If you do not have that connection, settle it before buying — afterwards it becomes a matter of weeks, and the car sits without plates in the meantime.

  2. 02Have the certified translation made

    The foreign registration document and the purchase contract are required in certified translation. In Bulgaria certification runs through a translation agency registered with the foreign ministry; it is the translator's signature that is confirmed, not the content.

  3. 03Annual technical inspection

    The car is presented at a licensed testing point. A still-valid test from the country of sale does not replace it for first registration; the result is recorded electronically and read from there by the traffic police.

  4. 04Take out third-party cover

    Compulsory insurance must be in force before the entry. It is taken out against the chassis number; the policy is recorded electronically and read at the entry, though the counter will still want to see it.

  5. 05Present the car to the traffic police

    The entry requires an officer to see the chassis and engine numbers himself and compare them with the papers. So the car has to be brought to the station — on valid foreign or export plates, or on a trailer.

  6. 06Tax declaration at the municipality

    After the entry the car must be declared to the tax department of the keeper's municipality, within a statutory deadline counted in months rather than years. The ongoing vehicle tax follows from that declaration.

What gets added

Without amounts, and deliberately so: official rates change, and a stale figure is worse than none. What is here is the basis of assessment — enough to calculate with, once the current rate is known.

Municipal vehicle tax
Assessed on: Engine power in kW and the car's ecological category, reduced by age; the rate is set by the local council within the statutory framework, so it differs between two municipalities.
Entry and plates
Assessed on: Fees set by regulation for the registration certificate and the plates; personalised plates cost extra.
Annual technical inspection
Assessed on: The testing point's tariff by vehicle and drivetrain type.
Certified translation
Assessed on: By length for each document, plus the fee for certifying the translator's signature.
Transfer and presentation
Assessed on: Not an official item, but a regularly underestimated one: the car has to be brought to the traffic police station, and without valid plates that means a trailer.
Customs duty, import VAT and VAT
Assessed on: From a third country, duty on the customs value and import VAT on customs value plus duty; within the EU, VAT only, and only for a car that counts as new for tax.
Does not apply: Does not arise at all for a used car from an EU state.

The papers

Miss one of these and the appointment is wasted.

  • The original foreign registration document, complete with all its parts.
  • Purchase contract or invoice with a certified translation.
  • Proof that the annual technical inspection has been passed.
  • Proof of compulsory insurance taken out against the chassis number.
  • ID showing a Bulgarian personal identification number and a domestic address; for companies, the register extract.
  • The car itself — identification happens at the station, not at a desk.

Where the sum tips

  • The car left at home. The traffic police identify the chassis and engine numbers themselves. Bring only the papers and you get no entry, just another appointment — and the journey a second time.
  • The missing domestic connection. The car is entered against a person or company with a Bulgarian identification number and address. That is the first question at the counter, not the last, and it can be settled before the purchase.
  • The forgotten municipal tax declaration. It follows the entry and has a deadline of its own. Let it pass and you pay the tax anyway — with a surcharge, and the surcharge only surfaces at the next visit to an office.
  • The translation without certification. What is required is a translation from an agency registered with the foreign ministry, with the signature certified. A professional translation without that confirmation does not meet the form.

How long it takes

As an order of magnitude: one to two weeks from transfer with complete papers and the domestic connection settled, because the inspection and the entry can follow closely on each other. Without European type approval, with an individual approval, rather two to three months.

The technical inspection

The annual technical inspection at a licensed testing point; the result is recorded electronically and read by the traffic police at the entry. Before the first Bulgarian registration it is due however recent the foreign test may be.

Common questions

Does the car really have to be taken to the traffic police?

Yes. The entry requires an officer to see the chassis and engine numbers and compare them with the papers. Without valid plates the journey is only possible on a trailer — so the question belongs in the planning of the transfer, not at its end.

Is there a charge on first registration in Bulgaria?

There is no levy assessed on the vehicle's value or its CO₂ output. What remains are the fees for the entry and the plates, and the municipality's ongoing vehicle tax, assessed by power in kW and ecological category.

Can a foreigner register a car in their own name?

Only with a Bulgarian personal identification number and a domestic address — for foreigners that is the number issued to persons without Bulgarian citizenship. Without that connection the route runs through a company registered in Bulgaria, which then becomes the keeper.

Is a Greek or Romanian inspection recognised?

Not for the first registration of an imported car. The annual technical inspection has to be done in Bulgaria, because the result is recorded electronically and read by the traffic police at the entry.
