What matters

The car's first life happened somewhere else: much of the stock was imported, and the Estonian registration starts on arrival rather than at the build date. Which country it came from is in the Estonian papers — the papers from that country are not, so ask separately for the service book, the earlier test reports and the earlier odometer entries.
Changing owner is a digital act: it is declared in the Transpordiamet portal and confirmed by both sides, and the record comes into being at that moment rather than weeks later at a counter. A seller who wants to deal with it later is asking you to drive a car that still runs in his name. If you are taking the car out of the country it is deregistered for export instead — and there are export plates for that, valid for a limited period.
Inspection and winter: the ülevaatus is done by licensed stations, which record the faults and the odometer, and for older cars it comes round every year. Underneath, though, what counts is not the build year but the number of Estonian winters on salted main roads — and that follows from the Estonian registration date, not from the age of the car.
Euros and the journey: Estonia is in the EU and the eurozone, so no customs declaration follows and there is nothing to convert; into Switzerland neither holds.
