Charging abroad: what your card, app and account are really worth

At home charging is a habit. Two hundred kilometres past a border it becomes a transaction with four parties again, three of which do not speak your language — and it fails not over money but over authorisation.

Who is actually settling with whom

Behind every public charge point stand at least two companies. One operates the hardware, the other has you as a customer. When those are different companies, the session runs over a roaming agreement between them. What that means for the price is a separate question; what it means for authorisation is the question that matters abroad.

Because that agreement is not a treaty between countries but a contract between two firms. Your provider has one with operator A and none with operator B. Both stand in the same country, on the same motorway. The map in your app therefore shows networks, not territories — and reading it as a map of countries produces a faulty plan.

Hence the most important sentence here: a contract covers a list of networks, not a territory. That list changes without anyone notifying the customer, because it reflects a commercial relationship. Check it the evening before you travel, not at the exit slip road.

Four ways to start a charge

Technically there are four procedures, and they are not equally robust. A card or key fob with an RFID chip presents an identifier to the reader; the charger passes it to its back end, which asks your provider. An app does the same thing, except the request starts from your phone over the mobile network. A payment terminal on the unit treats you as a walk-up customer with no contract. And lastly, the car itself can present its credentials.

The last route comes in two flavours. One is written into the communication standard between car and charger and works with certificates exchanged over the pilot line inside the cable — the car identifies itself cryptographically, and the cable is also the data path. The other simply recognises an identifier from the car's electronics that was linked to an account the first time it charged there. To the driver they look identical; technically they are very different.

For travelling, one property decides everything: which route needs a network on your side? The card needs none — the connection runs outward from the charger. The app needs mobile data, exactly where you are standing. That distinction is what decides the evening, over and over, abroad.

Why the app is the weakest link

An app needs a data connection, a charged phone and a login that is still valid. All three fail on the road more often than you would guess. Charging sites sit in basements, behind buildings or at motorway exits with poor coverage, and that is precisely where you find yourself with a flat phone at the end of a long day.

There is also a trap that only shows itself abroad: some login flows insist on a code sent by text message. Change the SIM in your phone, reset the device, or sit in a network where the message does not arrive, and you are locked out — holding a valid contract and a funded account.

This is why a physical card is not nostalgia but the fallback layer. It lives in the glovebox, needs no power, and works in a basement car park without signal exactly as it does in the open. Relying on the app alone builds the same single dependency for charging that people once built for navigation — without the paper map in the boot.

The terminal on the unit

Paying without a contract is the route that assumes least: a normal payment card, a terminal, done. European rules now require newly built rapid charge points to offer one. Which points are covered, from when, and in what form follows from each country's implementation — so no deadline and no threshold appears here, only where the valid version lives: with that country's competent authority.

What does not follow: that every unit on your route has one. Existing points are not retrofitted retroactively, and older sites stay as they are until they are replaced. A payment card is therefore a good second layer, not a guarantee.

One more quirk belongs here. Paying without a contract usually starts with an amount being held on the card and corrected to the real one after the session ends. On a trip with several stops those holds pile up, and the available limit visibly shrinks before the corrections clear. If you are budgeting to the edge, the problem is not the operator's.

Switzerland, and the border inside the contract

Switzerland is not a member of the European Union, and the requirements applying to charge points there arise from its own legislative process. For a driver that does not mean anything stops working — the networks use the same protocols and cross-border roaming is routine. It means the rules protecting him are different ones, and that the body he turns to is a different body.

Two things follow in practice. First, price display and metrology: how a price has to be shown, and which measuring equipment may be used for billing, is settled country by country, and supervision sits with the national weights-and-measures or market-surveillance authority. Second, currency: a contract that bills in one currency and a session incurred in another run through a conversion rate set by your provider, not by the operator.

None of this is an argument against the trip, nor for any particular provider. It is the reason to keep the receipts on a journey across several legal systems. If a line on a statement makes no sense three months later, you need the site, the charge point's identifier and the time — and those appear only on the receipt you did not keep.

When it does not start

A charge that will not begin almost always has one of four causes: the authorisation does not get through, the handshake between car and charger breaks off, the cable is not properly seated, or the point is faulty and does not say so. The first three can be checked where you stand.

The order is always the same, and it costs a few minutes. End the session cleanly, release and withdraw the plug, look at the contacts, reseat the plug firmly, authorise again. If that does not do it, repeat the attempt at a different point on the same site — the electronics sit per point, not per site.

Only then the operator's number, which is printed on the unit, together with the charge point's identifier, also printed on the unit. Without that identifier the control room can do nothing; with it, they can reset the unit remotely or release the session, and that is the commonest outcome of the call.

  • Photograph the display when an error is showing. It vanishes on the next attempt and is the only evidence you will have if the session is billed anyway.
  • A session that starts and dies within seconds points at the handshake, not at the authorisation. Another cable or another point helps here more often than another contract does.
  • If the car authenticates itself and is not recognised, the usual fix is to drop back to card or app for that site deliberately, rather than trying a third time.
  • If a charge on your statement stays unexplained, your provider is the first port of call and the national supervisory authority the second. Both need the site, the identifier and the time.

Two independent routes, always

The rule for travelling across borders fits in one sentence: two means of authorisation from two different providers, plus a payment card. Two cards from the same provider are one route, not two — if that provider's back end is down, or lacks an agreement with the operator, both cards are equally dead.

That redundancy costs little, because a second contract without a standing charge is easy to find; it may well be the dearer one, because it is the exception. The arithmetic here is not about the price per kilowatt-hour but about what a night spent stranded costs instead.

And the part of the preparation that genuinely saves time happens at home: open the accounts, activate the cards, and try each of them once at a charger nearby. A card first used abroad is not a fallback; it is a second untested route.
